This depends on what web servers does the old server uses and what web server do the new one use. Also it depends on how much GB of space does all of your web sites takes.
You can try to burn a CD or DVD with this information if you have a CD or DVD recorder installed.
You can also try to make some tar.gz packages if you use UNIX servers and send the packages to the other server and them unpack everything properly.
You can also simply put a HD as Slave at the new server and copy all the files that you want to the primary HD ( master ) if you have access to the server hardware.

This depends on what control panel its using but it should be pretty easy.
If it is cPanel you can do a server transfer and with Plesk you can do a big backup and then restore. Which is it and how many sites are you having to move?
